The Office of Naval Intelligence (ONI) stands as the apex intelligence agency in all human-occupied territories, exerting unparalleled influence that extends beyond the United Nations Space Command (UNSC) itself. Originally established as a military intelligence-gathering organization in the 22nd century, ONI has steadily grown to become involved in virtually every covert and morally ambiguous undertaking spanning the entirety of the 26th century.
ONI's involvement in various secretive endeavors is well-documented. Notably, they assumed a leading role in the development of the Spartan programs, which included controversial activities such as child abduction for the Spartan-II program and recruiting orphans left behind by devastating Covenant attacks to form the Spartan-III program. Additionally, ONI has spearheaded numerous top-secret military initiatives, including the creation of the formidable MJOLNIR Power Armor and the construction of the colossal UNSC Infinity.
